            Delegate Fast moves to amend the amendment on page five, section two, line six, by changing the period to a colon and inserting the following proviso: “Provided, That, and in order to avoid trends of understaffing, failure of said process to comply with staffing standards under state law either at a minimum of 85 percent of the time for the 20 day period preceding an injury event, or 85 percent of the time during which an injury developed, except for unforeseen circumstances beyond the control of the healthcare facility including, but not limited to labor disputes, acts of terrorism, widespread illness, adverse weather conditions, declared states of emergency, and natural or man-made disasters, then the amount recoverable for noneconomic damages under the limits of this article shall be doubled.”
